Hearings attended and testimony provided to stop the advancement of HB 1026, which is watered down version of the original bill (HB 2117) introduced in 2014. In this “substitute” form, which continues to allow cities to enact breed-specific laws, HB 1026 passed in 2019. The new state law is a “mandatory exemption” law. It requires Washington cities with breed-based laws to provide an exemption for dogs that pass the Canine Good Citizen or its equivalent. This exemption is largely based on the City of Pasco’s similar exemption (§ 6.05.330 (6)).
